TL;DR
Senior Manager, Visa Government Solutions Commercialization and Delivery (Payments/Fintech): Leading end-to-end orchestration and delivery of complex government payments programs with an accent on implementation readiness, cross-functional governance, partner enablement, and measurable activation outcomes. Focus on building scalable delivery frameworks, managing multi-stakeholder dependencies, and improving execution quality across government commerce, disbursements, digital identity, mobility, revenue collection, and humanitarian payment solutions.
Location: Doha, Qatar. Hybrid role requiring at least 3 days in the office.

What you will do
- Lead end-to-end implementation orchestration for complex Government Solutions programs.
- Establish ownership, RACI models, milestones, governance frameworks, escalation paths, and implementation plans.
- Coordinate execution across Client Services, Product, Technology, Sales, Risk, Legal, Government Engagement, regional teams, and external partners.
- Validate client readiness, solution readiness, technical feasibility, dependencies, and implementation success measures before activation.
- Monitor implementation KPIs, dashboards, operating reviews, delivery bottlenecks, and process improvements.
- Build reusable implementation playbooks, readiness frameworks, delivery standards, and activation models for government solution use cases.
Requirements
- 8+ years of relevant experience in implementation, project management, technical program management, client delivery, or related work, with a bachelor’s degree or equivalent advanced-degree experience.
- Strong program management, planning, prioritization, organization, execution, and stakeholder-influence skills.
- Experience managing complex, multi-stakeholder program delivery and communicating with senior stakeholders and large groups.
- Experience with payment networks, fintech ecosystems, API-based platforms, SaaS implementations, or similar technical delivery environments.
- Working knowledge of products and Net processing, including authorization, clearing, and settlement.
- Proficiency with Microsoft Project, Excel, PowerPoint, Word, and Visio.
