VP, International Software Delivery (Smart Mobility)

Location: Mesa, Arizona, United States; regular and extensive travel across APAC and Europe is required.

What you will do

• Own the Automated Enforcement and Tolls and Violations portfolios across international markets from technology strategy through delivery, production support, and P&L.
• Lead coordination between APAC and European operations, keeping regional accountability, support coverage, and commercial ownership clear.
• Design operating rhythms, asynchronous communication norms, and follow-the-sun handoffs for teams working across time zones.
• Develop and hold accountable regional portfolio leaders while enabling local market, regulatory, and commercial decision-making.
• Partner with software delivery, innovation, and enterprise architecture leaders to align technology standards and high-availability systems processing millions of daily backend transactions.
• Report portfolio health, financial performance, and regional risks to senior executive stakeholders.

Requirements

• 12+ years of experience in technology or product leadership, including at least 5 years owning an international or multi-region business with direct P&L accountability.
• Demonstrated success leading teams and businesses across multiple regions and time zones with limited working-hour overlap.
• Direct experience with pricing, cost management, investment trade-offs, and business-unit or portfolio financial accountability.
• Bachelor’s degree in Business, Computer Science, Engineering, or equivalent experience.
• Working knowledge of government procurement, data privacy, and automated enforcement or tolling regulation across APAC, Europe, and the UK.
• Willingness and ability to travel regularly and extensively across APAC and Europe and maintain in-person presence in both regions.

• MBA or equivalent qualification.
• Experience in automated enforcement, tolling, violations processing, or other government-facing, transaction-heavy technology businesses.
• Hands-on software development background and fluency in modern architecture patterns.
