TL;DR
Senior Manager, Programs (DRC) (Cash Transfer Programs): Leading end-to-end execution of cash transfer programs in the Democratic Republic of Congo with an accent on operational design, risk mitigation, data-driven quality improvement, and team leadership. Focus on designing targeting and payment systems, managing complex field operations, and assessing the feasibility of new programs in a fragile environment.
Location: Onsite in Goma, Democratic Republic of the Congo. Candidates must be based in the DRC or willing to relocate to the DRC.
Base salary: $94,500 per year; target bonus of 10% and estimated total compensation of $103,950+.

What you will do
- Develop project management plans and lead programs through end-to-end execution.
- Design operational models covering beneficiary targeting, payments, customer service, monitoring, and efficiency indicators.
- Identify fraud, reputational, and other operational risks and implement mitigation measures.
- Analyze program data, diagnose underperformance, and drive continuous quality improvement.
- Partner with Tech and Data teams on surveys and data integrity in Salesforce.
- Manage managers, field teams, call-center operations, partners, donor materials, and new-program feasibility assessments.
Requirements
- At least 6 years of experience managing and implementing programs in international NGOs or a comparable operational environment.
- Experience managing, recruiting, developing, and building teams.
- Strong analytical, risk-management, problem-solving, and operational innovation skills.
- Ability to work autonomously and resiliently in a fragile, rapidly changing environment.
- Professional proficiency in French and English is required.
- Experience in the DRC or strong knowledge of the DRC context is highly desirable; cash or money-transfer programming experience is an asset.
Nice to have
- Knowledge of Congolese Swahili and/or Lingala.
