Journeyman Financial Manager (DoD Financial Management): Managing and analyzing appropriated funds, spend plans, financial systems, and budget execution for a Department of War client with an accent on fiscal law, accounting processes, and audit readiness. Focus on reconciling commitments and obligations, evaluating fund availability, preparing financial reports and MIPRs, and supporting Unfunded Requirements recommendations.
Location: Tampa, Florida — MacDill AFB, onsite

What you will do
- Use automated financial management systems and software to produce financial reports, plans, schedules, and other required products.
- Validate financial database information and communicate significant problems, trends, and variances to resource advisors and accounting personnel.
- Manage annual spend plans and allocate appropriated funds based on budget estimates, historical expenditures, projections, and approved funding.
- Analyze actual expenditures against planned budgets, evaluate fund availability, and identify potential reprogramming actions.
- Reconcile current- and prior-year commitments, obligations, de-obligations, invoices, travel, contracts, and unobligated funds during year-end closeout.
- Prepare and review Form 9s, MIPRs, and MORDs, and participate in funding recommendation meetings for execution-year Unfunded Requirements.
Requirements
- Active Top Secret clearance required.
- Bachelor's degree in Accounting, Finance, Business Management, or Mathematics with a concentration in Data Analytics.
- 5–10 years of recent experience with DoD Financial Management Regulation, DFAS financial management, budget execution, accounting processes, fiscal law, and appropriations.
- At least 5 years of experience using financial systems including DEAMS, DTS, PIEE, WAWF, ADVANA-DARQ, Power BI, and DCBS.
- Experience with the Defense Travel System, Government Purchase Card Program, FIAR, audit readiness, governance, government contracts, and acquisition processes.
- 5–10 years of experience with Microsoft Office applications, SharePoint, and Adobe Acrobat.
