Director, Long Haul OSP Program Controls (Telecom)

Location: United States; preferred Denver Wynkoop office attendance several days per week, with possible remote work within the United States.

Estimated base salary: $117,000–$180,000 annually.

What you will do

• Lead the Long Haul Controls team across contract management, CAPEX reporting, procurement, scheduling, and quality compliance.
• Establish governance frameworks, standardized processes, operating rhythms, KPIs, and performance dashboards for the long-haul portfolio.
• Oversee construction contracts, change orders, budget analysis, financial forecasting, monthly CAPEX reporting, audits, and program risk mitigation.
• Coordinate delivery from RFP through project closeout with Deployment, Engineering, Construction, Legal, Finance, Supply Chain, project managers, and vendors.
• Lead procurement strategy for fiber, duct, structures, handholes, vaults, electronics, and other major infrastructure materials.
• Manage supplier selection, negotiations, inventory, quality issues, performance reviews, and continuous improvement initiatives.

Requirements

• Bachelor’s degree in Engineering, Construction Management, Telecommunications, or a related technical field, or equivalent experience.
• At least 10 years of experience in telecom, fiber construction, OSP deployment, program controls, or related infrastructure industries.
• At least 5 years of leadership experience managing cross-functional or program-level teams.
• Expertise in contract drafting, negotiation, administration, change-order governance, capital planning, CAPEX/OPEX forecasting, and budget management.
• Experience with large-scale or long-haul OSP builds, scheduling, vendor coordination, material procurement, supply chain operations, forecasting, logistics, and risk management.
• Must be authorized to work in the United States. Advanced Excel and experience with project management systems such as Site Tracker are required.

Nice to have

• Business, finance, or project management coursework or degree.
• Experience with NTIA or federally funded program requirements, including Davis-Bacon, BABA, and EA.
