OSP Program Manager for Long Haul Deployment (Fiber Optic Infrastructure)

Location: United States; travel required to support project execution, contractor oversight, and customer engagements.

Salary: $77,100–$118,600 USD annually.

What you will do

• Lead multiple long-haul outside plant fiber deployment projects, from planning and engineering through permitting, construction, testing, acceptance, and closeout.
• Manage turnkey engineering and construction contractors as the primary operational and contractual interface.
• Develop project plans, schedules, budgets, resource forecasts, financial reports, and recovery plans.
• Administer contracts, invoices, change orders, production reports, milestones, and contractor performance.
• Oversee route design, permitting, environmental compliance, material management, field production, fiber testing, and acceptance.
• Provide project and executive reporting, resolve cross-functional issues, and mentor project managers and deployment personnel.

Requirements

• At least eight years of telecommunications, fiber deployment, or OSP project management experience.
• At least eight years managing complex outside plant construction projects and contractor relationships.
• Experience delivering multimillion-dollar fiber deployment projects on schedule and within budget.
• Experience administering engineering, construction, and turnkey EPC contracts, including change orders and financial controls.
• Experience with federal and state permitting, regulatory requirements, environmental compliance, NEPA, Section 106, and government-funded program requirements.
• Strong knowledge of OSP construction methods, fiber optic infrastructure, long-haul network architecture, fiber testing, engineering drawings, GIS, and advanced Microsoft Excel.

Nice to have

• Bachelor’s degree in engineering, construction management, telecommunications, business, or a related field.
• Prior leadership experience managing project teams or cross-functional deployment organizations.
• Working knowledge of Salesforce, Sitetracker, and project management systems.
