Director, State Government Affairs (Healthcare Policy and Lobbying): Developing and executing state legislative, regulatory, and political advocacy strategies for AbbVie across Illinois with an accent on policymaker engagement, healthcare programs, and economic development. Focus on shaping complex state policy, building coalitions, supporting site selection and expansion, and ensuring lobbying and campaign finance compliance.
Location: North Chicago, Illinois, United States; regular engagement in Springfield, Chicago, and communities throughout Illinois. Domestic travel of 40% is required.
Salary: $160,500–$305,000 annually, plus eligibility for long-term incentive programs.

What you will do
- Develop and execute lobbying, advocacy, legislative, and regulatory engagement strategies across Illinois.
- Represent with governors, legislators, regulators, local officials, associations, coalitions, and other external stakeholders.
- Build relationships with state and local policymakers to advance business, healthcare, and public policy objectives.
- Support site selection, regional engagement, future investment, and expansion initiatives.
- Partner with Federal Government Affairs, Policy, Commercial, Legal, Market Access, Corporate Affairs, and regional business stakeholders.
- Manage regional consultants, budgets, trade association activity, and lobbying and political giving compliance.
Requirements
- Eight to ten years of experience in lobbying, public administration, political activity, legislative staff work, or a related field.
- Strong knowledge of state health programs including Medicaid, state finance and appropriations, insurance, drug benefit plans, PBMs, pharmacies, employers, and consumers.
- Demonstrated ability to develop and implement comprehensive Government Affairs strategies and navigate complex policy environments.
- Strong executive presence, communication, analytical, organizational, interpersonal, and critical-thinking skills.
- Bachelor’s degree in healthcare administration, political science, public administration, policy, or a related field; an advanced degree is preferred.
- Comprehensive knowledge of Microsoft Office applications and willingness to work in a demanding, collaborative environment.

- Experience in healthcare or another highly regulated industry.
- Advanced degree in a related field.
- Experience creating detailed PowerPoint presentations that translate complex policy issues for internal audiences.
