Call for Consultants – Policy Reform Facility, Zambia

hirify.global is assembling a consultant roster for the FCDO-funded Policy Reform Facility supporting Zambia’s government reform agendas from 2027 to 2031.

What you will do

• Provide technical assistance supporting policy reform, institutional strengthening, implementation, and systems strengthening.
• Deliver short assignments of 1–3 weeks or longer-term assignments of up to 220 days per year.
• Translate political economy and sector analysis into practical policy options, reforms, and implementation plans.
• Work with senior government officials, technical counterparts, private-sector representatives, civil society, and development partners.
• Facilitate consultations, coalition building, training, knowledge transfer, and adaptive management activities.
• Produce high-quality technical deliverables on time and within budget.

Requirements

• At least 5 years of relevant professional experience in the applicant’s area of expertise.
• Relevant academic, technical, or professional qualifications, or equivalent demonstrable experience.
• Expertise in at least one priority policy or technical assistance domain, such as agriculture, mining, energy, public financial management, climate finance, trade, institutional strengthening, or public sector reform.
• Experience providing technical assistance to governments, international agencies, or development programmes in Sub-Saharan Africa, preferably in Zambia.
• Understanding of Zambia’s political economy and institutional context, with the ability to work effectively with senior stakeholders.
• Fluency in English and strong written English capability are required.

Nice to have

• Zambia-specific experience, established local networks, and practical experience supporting locally led governance, accountability, and reform initiatives.
• Experience providing direct high-quality policy advice to government or donors.
