Country Lead (Digital Health)

Location: Kampala, Uganda, with national and regional travel as required

What you will do

• Provide strategic, technical, operational, and fiduciary leadership for the Uganda DART project.
• Serve as the senior liaison with the Ministry of Health, U.S. Government, National Medical Stores, Uganda Bureau of Statistics, implementing partners, and other stakeholders.
• Direct facility digitization, National Data Warehouse, Health Information Exchange, cybersecurity, survey modernization, responsible AI, and service-delivery reporting workstreams.
• Lead delivery against the performance-based workplan, milestones, budget, risk register, and verification calendar.
• Oversee staff performance, subcontractors, subawards, procurement, safeguarding, compliance, financial accountability, and project reporting.
• Promote the transfer of operational authority, staffing, contracts, budgets, repositories, and performance oversight to government institutions.

Requirements

• Master’s degree in public health, health informatics, management, international development, information systems, or a related field.
• At least 10 years of progressively responsible experience leading complex public health, digital health, health systems strengthening, or donor-funded programs.
• Experience working with senior government officials, donors, private-sector providers, and diverse implementing partners.
• Strong understanding of health information systems, digital transformation, and government-led sustainability in low-resource settings.
• Excellent leadership, negotiation, written communication, and presentation skills.
• Professional fluency in English is required.

Nice to have

• Experience managing performance-based awards, milestone verification, large procurements, and multidisciplinary teams.
• Knowledge of Ugandan health-sector systems.
