TL;DR
Data Engineering Lead — NDWH Stabilization & Pipelines, DART (Data Warehousing): Stabilizing the National Data Warehouse and building scalable source-to-warehouse pipelines for digital health systems with an accent on performance tuning, data quality, lineage, and data marts. Focus on optimizing ingestion and reporting infrastructure, implementing monitoring and reconciliation controls, and mentoring engineers supporting national analytics and government decision-making.
Location: Kampala, Uganda, with national and regional travel as required. Current work authorization in Uganda is required; visa sponsorship is not available.

What you will do
- Lead stabilization of the National Data Warehouse through performance tuning, storage and query optimization, indexing, data modeling, and operational monitoring.
- Oversee scalable ingestion pipelines from EMRs, DHIS2/eHMIS, eIDSR, eCHIS, laboratory, supply-chain, and other approved source systems.
- Establish controls for schema validity, completeness, duplication, master-data validity, referential integrity, and reconciliation.
- Document source-to-report lineage, metadata, data dictionaries, transformation logic, and reproducible reporting processes.
- Support verified indicator data marts, dashboards, Joint Results Framework reporting, milestone evidence, and MOH decision-making.
- Manage ETL engineers, collaborate with analytics, cybersecurity, data quality, and interoperability teams, and mentor MOH and Ugandan partner engineers.
Requirements
- Bachelor’s or Master’s degree in data engineering, computer science, information systems, statistics, or a related field.
- At least 7 years of experience in data engineering, data warehousing, ETL/ELT, or analytics engineering.
- Strong skills in SQL, data modeling, performance tuning, data integration, metadata management, and data-quality assurance.
- Strong leadership, mentoring, and English communication skills.
- Current work authorization in Uganda is required.
Nice to have
- Experience with health data warehouses, DHIS2, EMRs, supply-chain data, or national reporting systems.
- Familiarity with Python, orchestration tools, streaming data, BI platforms, and cloud or on-premise data infrastructure.
