Infrastructure & Disaster Recovery Lead (DART)

Location: Kampala, Uganda, with national and regional travel as required. Current work authorization in Uganda is required; visa sponsorship is not available.

What you will do

• Assess the Ministry of Health national data center and related hosting environments, including power, cooling, servers, storage, virtualization, networks, backup, disaster recovery, and operational staffing.
• Develop a costed and phased infrastructure design package with technical specifications, bills of quantities, engineering drawings, recovery architecture, and an investment plan.
• Stabilize hosting for the National Data Warehouse and priority national systems through performance monitoring, capacity planning, backup verification, and operational oversight.
• Define and test recovery objectives, runbooks, restoration and failover procedures, incident decision rights, and post-recovery data-integrity checks.
• Coordinate warm disaster-recovery design with NMS and the Ministry of Health, and establish configuration control, inventory, monitoring, documentation, and change-management practices.
• Mentor government counterparts, support joint operations and handover planning, and coordinate with cybersecurity, data engineering, and DevOps personnel.

Requirements

• Bachelor’s or Master’s degree in information technology, systems engineering, computer science, telecommunications, or a related field.
• At least 8 years of experience in infrastructure engineering, data-center operations, disaster recovery, or enterprise systems administration.
• Expertise with Linux, virtualization, storage, backup and recovery, networking, high availability, monitoring, and on-premise or hybrid infrastructure.
• Familiarity with RTO/RPO design, disaster-recovery exercises, infrastructure-as-code, and cybersecurity controls.
• Strong technical writing, stakeholder engagement, and English communication skills.
• Current work authorization in Uganda is required.

• Experience designing or operating health-sector, government, or mission-critical infrastructure.
