TL;DR
Technical Director, Interoperability & HIE Architect (Health Informatics): Leading the design and operation of national health information exchange architecture and priority integrations in Uganda with an accent on HL7 FHIR, OpenHIE/OpenHIM patterns, API governance, and MOH-approved standards. Focus on developing integration specifications, guiding synchronous and event-driven data exchanges, supervising multidisciplinary technical teams, and transferring capabilities to government institutions.
Location: Kampala, Uganda, with national and regional travel as required. Current work authorization in Uganda is required; visa sponsorship cannot be considered.

What you will do
- Lead technical planning and quality assurance for health information exchange operations, priority integrations, registries, standards, and architecture decisions.
- Guide standards-based exchanges using HL7 FHIR, OpenHIE/OpenHIM patterns, terminology services, and government governance processes.
- Develop integration use cases, interface specifications, architecture decision records, API governance approaches, and technical roadmaps.
- Oversee supply-chain, EMR, laboratory, surveillance, community, and national data warehouse data flows.
- Guide the use of synchronous APIs and asynchronous event-streaming technologies, including Kafka where approved, while maintaining security, registry, governance, and audit functions.
- Supervise and mentor integration, DevOps, data engineering, software development, and technical support staff while supporting governance, release management, reporting, and capability transfer.
Requirements
- Master’s degree in health informatics, computer science, information systems, software engineering, or a related field; equivalent advanced experience may be considered.
- At least 10 years of experience in digital health, enterprise architecture, system integration, or national health information systems.
- Demonstrated experience with HL7 FHIR, OpenHIE, OpenHIM, APIs, terminology services, and health data exchange architecture.
- Experience designing or operating national-scale HIE, EMR, DHIS2, laboratory, supply-chain, or data warehouse integrations.
- Ability to lead multidisciplinary technical teams and collaborate with government stakeholders and vendors.
- Excellent English communication and documentation skills; current work authorization in Uganda is required.
