Growth and Capture Manager (Civilian Services)

Location: Must be local to the DMV area and willing to work in the office or at customer locations in McLean, Virginia and the DC area 2–4 days per week.

What you will do

• Lead capture strategy and execution for complex, full-and-open civilian federal IT pursuits.
• Shape opportunities before solicitation through engagement with SES-level, acquisition, and mission stakeholders.
• Develop capture plans, win themes, solution and teaming strategies, competitive assessments, and pricing recommendations.
• Drive pipeline growth by identifying, qualifying, and advancing strategic opportunities.
• Coordinate milestone and gate reviews while aligning technical, management, and pricing strategies.
• Partner with executive leadership, the CTO, and delivery teams; mentor capture professionals and improve win rates through data-driven insights.

Requirements

• 8+ years of federal growth, capture, or business development experience in Civilian Services, including 4+ years in Capture Management.
• Experience leading full-and-open captures for federal opportunities valued at $25M or more.
• Strong understanding of the federal acquisition lifecycle, procurement strategies, capture planning, and competitive positioning.
• Experience engaging senior government stakeholders and supporting agencies such as USDA, Commerce, Treasury, FDIC, CFPB, Education, Transportation, or Labor.
• Proficiency with GovWin, Salesforce/TechnoMile, and federal market intelligence tools.
• Authorized to work for any employer in the United States; employer-based sponsorship is not available.

• Capture experience supporting the listed civilian agencies.
