Senior Program Manager (Civil Engineering)

Location: Raleigh, Charlotte, or Winston-Salem, North Carolina, United States; hybrid schedule with up to 40% remote work.

What you will do

• Lead complex capital programs for public-sector clients across setup, strategic planning, execution, performance tracking, and close-out.
• Coordinate disciplines and projects to maintain budgets, schedules, work quality, and continuity of delivery.
• Determine program and project resource needs and evaluate decisions for their impact on design, schedule, budget, and outcomes.
• Direct complex studies and investigations, supervise assigned work, and review recommendations and final reports.
• Support client relationship management, business development, and identification of new program opportunities.
• Administer, interpret, and implement contracts, solicitations, and public-sector procurement activities.

Requirements

• 8+ years of experience in program management, municipal or county engineering or administration oversight, engineering, or project management.
• Bachelor’s degree in Civil Engineering or an equivalent field.
• Professional Engineer license or ability to become registered within 6 months.
• Ability to lead, motivate, and manage project teams while overseeing high-quality work.
• Excellent written and oral communication skills.

Nice to have

• Certified Construction Manager or Project Management Professional certification.
• Master of Public Administration degree.
