Survey Modernization & Measurement Advisor (Survey Methodology)

Location: Kampala, Uganda, with national and regional travel as required. Current work authorization in Uganda is required; visa sponsorship is not available.

What you will do

• Lead the assessment and redesign of Uganda’s national health survey portfolio, including integrated sampling frames, shared field infrastructure, data-collection calendars, and cost models.
• Support an MOH- and UBOS-endorsed survey modernization blueprint and implementation roadmap.
• Provide technical oversight for outcome survey protocols, sampling design, indicator definitions, instruments, piloting, quality assurance, and data-collection readiness.
• Coordinate collaboration with Makerere University, UBOS, MOH programs, and other measurement partners.
• Integrate routine data, targeted calibration, surveillance, and population-based measurement into survey approaches.
• Support data quality, field monitoring, data management, analysis, dissemination, governance, ethics, privacy, and research-approval plans.

Requirements

• Master’s or doctoral degree in epidemiology, biostatistics, public health, demography, survey methodology, or a related field.
• At least 8 years of experience designing, implementing, or advising on population-based surveys, outcome measurement, surveillance, or health research.
• Strong experience with probability sampling, survey protocols, field operations, data quality assurance, and analysis planning.
• Strong technical writing, stakeholder management, and English communication skills.
• Experience with national statistics offices, ministries of health, universities, or donor-funded health surveys is strongly preferred.
• Current work authorization in Uganda is required.
