National Strategic Advisor- Disaster Resilience

Location: Tulsa, Oklahoma, United States; hybrid schedule with up to 40% remote work.

What you will do

• Guide the technical direction of the national Disaster Resilience initiative and advise firm leadership on strategic priorities, investments, and capability development.
• Provide strategic advisory services for complex initiatives spanning risk, preparedness, mitigation, response, recovery, infrastructure adaptation, and long-term resilience.
• Develop and improve resilience service offerings across planning, engineering, emergency management, funding, and program management.
• Create technical frameworks, methodologies, best practices, tools, and guidance for nationwide project delivery.
• Mentor technical staff, serve as a senior reviewer and subject matter expert, and strengthen capabilities across practices and geographies.
• Build relationships with government agencies, universities, research institutions, professional organizations, and industry leaders while supporting major pursuits and representing the firm through presentations and publications.

Requirements

• 12+ years of progressive experience in disaster resilience, emergency management, disaster recovery, hazard mitigation, infrastructure resilience, public-sector consulting, or a related field.
• Bachelor’s degree in engineering, planning, emergency management, public administration, environmental science, public policy, or a related discipline.
• Demonstrated success in business development, client engagement, strategy development, or market growth in a public-sector consulting environment.
• Experience working with local, regional, state, or federal clients on disaster preparedness, mitigation, response, recovery, infrastructure resilience, or public funding programs.
• Strong understanding of the disaster lifecycle and the relationship between preparedness, mitigation, response, recovery, funding, infrastructure planning, and long-term resilience.
• Excellent communication, facilitation, writing, presentation, executive presence, and cross-functional influencing skills.

Nice to have

• Knowledge of FEMA, HUD CDBG-DR/CDBG-MIT, Hazard Mitigation Assistance, and similar federal or state funding programs.
• Experience with pre-disaster advisory contracts, on-call contracts, technical assistance programs, or disaster recovery engagements.
• Professional registration or certification such as PE, CFM, AICP, PMP, or similar credentials.
• Established relationships with public-sector clients, emergency management organizations, funding agencies, and resilience stakeholders.
• Active participation in relevant professional and industry organizations.
