TL;DR
Program Analyst (Defense Acquisition and Financial Planning): Supporting the NAVAIR PMA-231 Advanced Hawkeye Command and Control platform office through program execution, acquisition planning, and financial management with an accent on spend planning, contract documentation, and cost, schedule, and performance tracking. Focus on developing acquisition strategies and Statements of Work, managing CSPT resource data, coordinating classified invoice and funding activities, and preparing leadership decision-support materials.

Location: On-site in Lexington Park, Maryland; remote work is not eligible

Salary: $83,930.00–$125,840.00 annually. The posted range is for Washington, DC; the offered rate depends on contract affordability, qualifications, experience, and internal parity.

What you will do

  • Provide program, acquisition, and financial support to the IPT Lead for the NAVAIR PMA-231 Advanced Hawkeye Command and Control platform office.
  • Develop and manage time-phased spend plans, cost estimates, staffing and travel inputs, funding requirements, and classified invoice tracking.
  • Enter, manage, validate, and review resource requirement data in the Common Spend Plan Tool and support annual financial status activities.
  • Support acquisition planning and documentation, including Statements of Work, Contract Data Requirements Lists, and acquisition strategies and plans.
  • Monitor cost, schedule, performance, and program risks; track action items and support mitigation strategies.
  • Prepare program briefs, reports, and decision-support materials for leadership, acquisition reviews, and milestone events.

Requirements

  • Bachelor’s degree in engineering, science, business administration, or equivalent experience; relevant experience substitutions are available.
  • At least 2 years of experience in technical program planning and implementation, contract interpretation, budget development, and government project administration.
  • Understanding of defense acquisition, program execution, and stakeholder coordination, with experience supporting a NAVAIR program office.
  • Experience with ERP and CSPT, plus strong knowledge of Microsoft Word, Excel, PowerPoint, and Outlook.
  • Must be a U.S. Citizen and hold a current Secret Clearance with an SSBI completed within the last 6 years; eligibility for TS/SCI is required.
  • Ability to identify issues independently, develop recommendations, and communicate effectively with senior Government leadership.
